Job Details:

The primary function of the Cost Engineer is to track and forecast costs associated with labor, material, equipment, and subcontractors. The Cost Engineer also produces and analyzes reports for the Project Manager and other project supervisors as appropriate.

This position requires knowledge in the areas of accounting, payroll, purchasing, cost control, scheduling, human resources policies and procedures, and project closeout procedures. The Cost Engineer will be required to work closely with clients and Project Managers on billing and cost reporting requirements to ensure the client’s and project needs are met. The Cost Engineer will be required to deal directly with clients. They promote Starcon in a positive manner, developing a partnering relationship with the client to reduce the client’s costs, and improve safety and reliability.

Job Description:

The roles and responsibilities of a Cost Engineer may include, but are not limited to, the following items:

  • Lead business partner to site level project management team and client, following financial expectation set by Regional leadership in compliance with company policies and procedures.
  • Report internal control and compliance exceptions to Regional Cost Control Director for resolution.
  • Project Team Lead as follows:
    • Purchasing
    • Contract(s) Client and Subcontract
    • Accounts Payable
    • Billing
    • Payroll
  • Project Financial Reporting and Controls
    • Weekly Cost-to-Complete Analysis
    • Labor, Equipment, Committed Cost, Project Schedule
    • Risk and Opportunity Assessments
    • Weekly/Daily Earned Value/Work hour Reporting
    • Weekly/Daily Cost Reporting (Internal and Client)
  • Archive project files regarding payroll, invoicing, cost controls, purchase orders, contracts, subcontracts and other project closeout documentation as required.
  • Participate in meetings from a cost control perspective with client, client representatives, subcontractors and others as required.

Qualification Guidelines:

  • Experience:

Minimum 3 years previous experience in cost control or related position.

Must have strong working knowledge of Starcon/client software.

Knowledge of construction accounting functions and procedures.

  • Skills:

Project forecasting experience

Ability to develop and maintain strong working relationships with client and project leadership

Ability to create WBS in CMiC

Ability to develop guidelines, procedures and controls for project specific cost requirements

Development and communication of corrective actions to address cost variances

Working knowledge of Risk and Opportunity assessments

Cash forecasting

Invoicing / A/R, Cost coding, Subcontract / Materials management

  • Education:

Must have a four year college degree or adequate experience with Cost Control.

Must have valid driver’s license.

  • Physical:

Must comply with STARCON’s drug and alcohol policy.

Must be clean shaven and able to work while wearing a respirator and other

personal protective equipment, when required.

  • Safety/Environmental:

Must be able to pass applicable site-specific training. Knowledge of refinery and

chemical plant hazards which may require special precautions and PPE, such as

Sulfuric, H2S and HF.

Must undertake the appropriate safety/environmental training commensurate with

the position and location.

CPR and 1st Aid Trained, when required.

Must be able to read and understand safety instructions, signs, labels and permits

in English.
