Starcon is looking for an experienced Planner/Estimator in the Chicago land area.
Job Description:

The right candidate must have five years of previous construction estimating experience in the petro-chemical industry. The right candidate will compile data for use in concept/bid estimates and preparing estimates with Project Management. You will be responsible for calculating a final figure for the estimated cost, supplemented by adjustments for overheads and profits and presenting a tender price.


Collect and analyze cost data from past and current projects for cost history database

Compile estimates from each discipline and compare scopes between disciplines to ensure that no overlaps or gaps exist

Estimate the cost of equipment

Calculate progress of project and completion date

Develop project budget and assist management execution plan Establish Work Breakdown Structure (WBS)

Develop a schedule using Microsoft project

Develop Feasibility, Order of Magnitude and Detail Cost Estimates

Verify other committed cost information against contract, adjust estimate forecast to reflect change orders and other variances

Research market to establish labor availability, appropriate wage rates, material and equipment cost

Visit project locations to investigate actual site conditions, as required

Assist in the solicitation, qualification and evaluation of subcontractors’ bids

Develop clarification and proposal assumptions for every estimate

Communicate details of proposal to project management and staff for execution of the work

Detailing all the materials necessary per contract specification

Required Skills: You must have previous experience with the following skills:

Thorough knowledge of estimating systems, principles and practices including the ability to solve complex pricing issues, implement procedures and maintain liaison with multiple organizations

Strong interpersonal communication and analytical problem solving skills

Strong Computer Skills (MS Word, Outlook, Power Point, Excel, Access, Project) and basic knowledge of Primavera “P6” is a plus

Basic knowledge of cost controls and subcontract administration

Basic contract negotiating skills

Basic knowledge of industrial construction disciplines, specifications and other bid documents

Ability to create subcontractor bid package

Ability to develop material take-offs

Basic knowledge of building work breakdown structures

Willingness to work on a non-traditional schedule to provide after hours and weekend support

Ability to determine crew mixes

Basic understanding of purchasing
